Here is an easy way to make hair bows. 
The yellow polka dot one is 18 inches and the blue one I think is around 10. I would recommend making them bigger. We had to make 40 for choir and we were limited on ribbon.
Start with two loops
Tie the other ribbon around the middle of the loops. 
Ruffle the loops out to a bow shape and cut the edges of the ribbon. Now you have your final bow!
Attach a clip or hairband to finish it off!
